The "recall" is apparently not in effect yet, as the NHTSA has no information readily available on it. The scooter/motorcycle works fine, drives well, and stops effectively. I wonder if Mr. Forbes has trouble driving his automobile after riding his motorbike. It would be dangerous trying to accelerate by twisting his steering wheel... I have called NHTSA and was told there is no recall I have one of this motorcycle and the foot break should be added.
